Faced with one of the lowest income tax filing rates in the developed world, Pakistan’s largest city, Karachi, decided to hire transgender people to collect taxes.
They are sent to the businesses or houses of debtors to embarrass tax debtors into paying up. Transgender people carry a social stigma and many turn to prostitution as a last resort. So, their presence cause great embarassment among debtors.
Each morning they turn up to work and get a list of missed payments. One by one, they make house-calls, causing trouble at each debtor’s home or office, trying to get them to pay up and threatening to clap, shouting, dancing and making a scene if they refuse.
The program has been extremely successful, the tax evaders often paying up, rather than dealing with their neighbors’ stares.
